After serving as a Human Services Executive for the last 30 years and a mental health focus professional for over 40 years, Brian Carroll will be retiring at the end of this year. Brian has served as the President and Chief Executive Officer at Secret Harbor since 1990. Prior to that, Brian worked at Echo Glen Children’s Center for 12 years. During this time Brian has been a strong and effective advocate for children and families in the child welfare system throughout Washington State.
Brian’s career has been defined by one of service. Brian served as a National Board Member for the American Association of Children’s Centers from 1997 – 2010. From 2005 – 2007 Brian served as their President. Brian also served as governance volunteer (Board of Directors, 2010 -2013, CEO Council 2014 – Present) for the Alliance for Strong Families and Communities, a national organization dedicated to achieving a vision of a healthy society and strong communities for all children, adults and families, through the excellence of a national network of nearly 500 nonprofit human service organizations. Brian has also been an effective voice in advocating for policy changes here in Washington State.
Throughout his career, Brian has been a strong partner and colleague. He was instrumental in the early formation of WACF helping to bring together our agencies providing residential, foster care and prevention services. Brian’s leadership was crucial during these early days helping with the formation of our bylaws and the creation of our current 3 division structure. His insight and experience serving on local and national boards was critical during this phase of our organization. From 2012 – 2017, Brian served as our Vice President and Legislative Chair. He spent countless hours in Olympia meeting with DCYF leadership and key legislative stakeholders on behalf of WACF. Brian was instrumental in getting BRS agencies a rate increase in 2019. It would not have happened if it weren’t for his dedication to our WACF members. In 2017 – 2019 Brian served as President of WACF. Throughout his service, Brian has been dedicated to providing excellent services to children and families through his organization, Secret Harbor. This commitment was highlighted in 2012 when the national membership association Alliance for Children and Families presented Brian and Secret Harbor with the Alliance for Children and Families Agency of the Year award.
